As Rawls notes famine in Belgium was chiefly blamed on the Germans. This suited Britain, blockading lest its food wind up in Germany. The blockade was finally lifted and 60 cargo ships loaded with food sponsored by The U.S. Food Commission saved millions of subjected people from starvation. 30×20 near mint, conservation backed.
